forced to close them down.
This will show to you how the latest control order hits the
Communist Party the most, hits precisely those publications whose nature
demands that the Government should do everything in its power to
facilitate.
OUR DEMANDS.
For the present, however, we would be quite content if the Government allowed us to carry on as we have been doing.
But since under the new regulations even this cannot be done without special permits we request you to kindly grant us the following:
(1) A special permit to the People's Publishing House, Raj Bhuwan, Sandhurst Road, Bombay, to consume 200 reams D.C, or 2½ tons Double Crown per month.
(2) SPECIAL PERMITS TO PARTY JOURNALS.
PRAJASAKTI 40 reams Double Royal per month, i.e. 1 ton p.m.

The list does not contain a demand for anything more than what we are at present consuming and how modest is our demand can be seen from the fact that for propaganda to cover all parts of the country in all languages, our demand is for special permits to consume altogether about 10 tons of paper per month.
We earnestly urge you to take into consideration the policy of our Party, its selfless functioning, its practice of rousing patriots for constructive service, its role throughout the crisis and hope that you will at least grant us the special permits to consume the small quantities we are at present using in a good cause, namely the victory of the United Nations and the forging of a Free India in a Free World.
We enclose copies of messages received by People's War on its Second Anniversary. They are from Editors representing every shade of opinion and will reveal the role of our journals and their importance in Indian politics.
Separate representations will be made by our Provincial Units specifying the manner in which they have fulfilled their role in their respective provinces.
